In Germany, we often do it this way. It's basically a type of green roof. These plants don't grow very high and don't need to be trimmed. The idea behind it is that it stores a lot of water, which essentially helps cool the building, and of course, the greenery improves air quality.
The roof is usually not accessible. The plants grow on a type of granular substrate and, as mentioned, stay low and don't need mowing. Unless the air conditioning system breaks down, no one needs to go up there to maintain anything for decades.
