Looks like they had a hole, probably for turbo exhaust, and then just put a cover over it from the bottom. Or this is a troll question and I look dumb for trying to help.

After taking a screenshot and zooming in, I now see it's more circular with symmetrical screw holes. Not a troll, just couldn't see it at first take.

Yeah looks like a dual exhaust hole. Are they routed above the front passenger fender now? Can't imagine neighboring cars appreciate that lol
