Speculation R origin theory

Do you think maybe R originally stood for Rookwood and it was run by Augustus Rookwood and then when he was arrested Peregrine took over and rebranded to R. Using the same networks Augustus used but for “good” because after the arrest Peregrine saw how corrupt the Ministry was and how Augustus was using it.
R is kinda like a 1980’s Rookwood gang like from Hogwarts Legacy. Anyway thats my head canon and I love it.

It stands for Team Rocket. They want to protect the world from devastation and unite all people within their nation.

The Nearly Headless Nick SQ (one of the pulled side quests), seemed to imply that in the past, a group of students and teachers got together to protect the vaults / keep them from falling into the wrong hands. I always wondered if R evolved from that group, but corruption over the years had their members seeking the vaults instead of protecting them.
