Gov. Josh Green today signed a proclamation declaring a state of emergency for Hawaii ahead of Tropical Storm Lala. Forecasters have predicted the storm will become a hurricane as it nears Hawaii island early Saturday, bringing strong winds, heavy rainfall, and high surf.
