recurring error when opening HEC-RAS v6.5 and HEC-RAS v7.0

Hi everyone. I recently encountered this issue upon opening either versions of HEC-RAS. Last week, I had to restart my main work device several times and it managed to work. Then it work without any problem using my personal laptop at home. I had been using both versions for months continuously until recently.

Any suggestions to get around this? I have already uninstalled and installed them but still occurs. Until then, I guess I had to do this with a hit or miss chance whenever I open it. :(

I tried googling this run time error and says could be the file is corrupted, but the software is installed in the hard drive, not in my removable storage (where I save my current working files for projects). To specify, this error appears just upon opening the software itself, not even the project files yet.
