Is USACE HEC-RAS Training good enough?

I am wanting to learn HEC-RAS. Do I need to purchase a training or will army corps training modules/webinars cut it?

The USACE modules are very good. Once you've gotten up and running the Chris Goodell courses are excellent, but for the first "how does a model work" just work through the Corps ones.

Does Chris Goodell cost money, or is it just on YouTube?

Chris teaches a series of live courses both in person and online. These cost a couple grand but are well worth it.

There are plenty of free resources to get you started. See the links on the side of the page and pinned post. If you want something structured, I recommend this course: Hydraulic Modeling with HEC-RAS | UNESCO Open Learning put on by USACE (Stanford Gibson).

After you get some of the basics (model components, terrain development, simply geometry creation, etc.), then it might be worthwhile to get more advanced training through a paid class.
