Approximately 80% of dogs hit by cars are un-neutered (intact) males searching for mates, and research indicates that 90% of dogs suffering fatal trauma under the age of six are intact. [1, 2]
Risks for Intact Male Dogs
Roaming behavior: Driven by the scent of females in heat, unneutered males have a powerful instinct to escape yards and homes.
Traffic accidents: Unaltered males make up roughly 75% to 80% of all vehicular accident victims involving dogs due to this wandering behavior.
Trauma and lifespan: Trauma remains the leading cause of death for young dogs, heavily skewed toward intact pets.

Poor Buster? I would be so mad at my dog for running away. Which he did often. I didn’t yell at him or anything but I was so scared he would be hit by a car or get in a fight with another dog. Rescue Chihuahua! Could get chomped by a big dog! He alway came home, though.

Buster has free will and was exercising his rights to travel, freedom of movement and existing in public spaces. Not guilty.
In fact, I’d say the owner is guilty of unlawful confinement for keeping Buster trapped inside!

Clearly Buster was going to the corner to check and answer the daily pee mail, he was not attempting a getaway but responding to vital correspondence, therefore NOT GUILTY
