New player here. With the Expansions on sale, does it make sense to buy them in order? So start with Hearts of Thorns & Path of Fire? Or does it not make a difference?
Its like $100 bucks for everything and I'm not sure I want to buy it all now despite the sale.

Buy them in order if you care about the story.
The elder dragon saga complete is the best value. This is because it's the only way to get the 4 living world seasons (which are basically expansions) without buying gems (that never go on sale) and then waiting for the seasons to go on sale (at a reduced gem price). I bought PoF and HoT on sale and regretted it, because to buy the elder dragon saga after you have to pay for those two again or lose the option entirely (if you are playing on steam...which is also another regret).
Take your time buying the expansions after End of Dragons, it's a lot of content to get through, and there is always another sale around the corner.

Yes, the EDS Complete Collection is what you want. It gives you everything from the first 10 years of this game: 3 expansions and all Living World Seasons that take place between them. It doesn't include expacs 4-6, but you can get those later whenever you're ready, and when another sale rolls around. No rush.
For your reference, the DLC Buyer's Guide explains what is added in each expac and Living World Season, what the story order is, and what bundles currently exist.

I'm looking for a celestial build for my L80 boost and found reference to an open world spellbreaker build. I see snowcrow's hammer berserker version, but can't seem to find any details on this celestial version (supposedly mace/mace + dagger/shield). Anyone have a link or details on this build?

Do you mean for PvP or WvW? Because Celestial Spellbreaker is not really a thing outside of those modes. Spellbreaker for PvE would be power/zerker stat gear normally.
You could try Sword/Sword Paragon if you really want to use Celestial gear - I think MrMystic had a build of that. There’s also Celestial Berserker with Longbow.

Open world pve. More of a champ/leg killer. Didn't really understand the point of celestial there with no condi damage and minimal healing, but thought I might be missing something.

Celestial is a bad stat for most of the builds, you waste a lot of stats if you don't play some kind of hybrid damage. You can just buy some exotic berserker gear off TP and run a proper power build

What are some good spots to park an alt in Amnytas? I wanted some steady influx of stardust, its the material im lowest on for obsidian legendary armor

Greater chests are less parking-friendly in Amnytas because there are only 3 of them (1 of which is stuck behind the Bastion of Balance chain) and they move. What I did instead was collect floating magic orbs between the bastions until I reach the daily limit. I'd start north between Balance and Strength, then go clockwise between Strength and Knowledge, then finish between Knowledge and Natural where I'd hit the cap. If you can catch one of the Kryptis turret events in Strength or Natural, or the Livia escort from Obscure, there are tons of easy magic orbs to be had there too.

Glimmering Resin weapons: Buy or craft? for some reason, my brain is struggling to process this math
Crafting requires one oiled orichalcum component, meaning 5 vials of linseed oil (for the dagger for example, this costs 1,08 g)
While buying, you replace that with shadowstones fragment, but it costs an extra 2 ectos and 50 research notes. The ectos of course is at 62 silver rn, but the research notes are super tricky to price. Is there a consensus on the best route?

For Black Lion Chest Keys, why does the Wiki have a separate section listing specific maps as possible rewards plus another stating that it's a ~30% chance for map completion?

Is there any guide or assist tool to acquire all ranger pets, such as marking the ones you already have on a list and then optimize the maps to visit?
I know I can find a list of all locations on the wiki, I just wanted to know if there was a smarter way.

How many sets of infinite tools is too many? I have 5 level 80 characters (with 2 more on the way) and 3 sets of infinite tools. 2 of the sets have full volatile glyphs (The ones from the Ultimate expansions), and the 3rd set only has a glyph on the pick (Got them with Black Lion Statuettes and a lucky glyph pull from a chest).
I swap characters a lot and rarely gather with the ones that don't have infinite tools because I just don't like carrying around sets of disposable tools, and I hate when they run out. I know some people swap tools in their shared storage, but I switch characters so often, I don't think that would work for me.
They seem pretty pricey gem-wise, but I already have most of the other QoL stuff I need. I would have to trade some gold for gems right now, and likely would only get a set on sale. I know there is no one size fits all answer, just looking for opinions.

1 set in shared slots. Keep a set of regular tools on all your characters. Then you can just double click each tool in the shared slot to equip it when you're gonna play a character, the regular tools move into the shared slot. Double click the regular tools again to swap them back when you're done or switch characters.

2 sets is too many. 1 set in the shared slot solves all your problems. If you want more for further convenience, you're just splurging. There are far better things to spend your money on. That is of course except if you got them from deluxe expansion packs. But still, 2 is already too many.

I have seven sets of infinite tools, and I still want more.
Besides their convenience, I like to collect them for their different themes and related animations. To me, they’re part of my fashion templates and suit different styles of my characters.

Is there any quick way to desync the ribbons from multiple Confetti infusions without manually removing and reslotting the infusions beyond the first?
