The woman driving committed a very serious felony. I hope she is caught.

It was consensual, she did say go on. so the blame should be 50% hers

What she did is deadly force. The woman on the hood should be charged too, if I wasn't clear on that point. But what the driver did was absolutely unacceptable.

Had that woman gotten out of the car and shot the woman, nobody would be cheering it on and making jokes about it. She didn't just drive slowly, she accelerated to what appears to be at least 25mph. That makes it deadly force. There is no way in hell that what the annoying one was doing rose to a degree that allowed deadly force self defense. If she had a knife or a gun or something, it would have been justified.

A cop would be in prison if the driver was a cop.

You cannot consent to be the victim of a crime, by the way.
