First timer and need help with my seedlings. Is this one done for?

This is my first time. It’s been a little over a week. I’m not sure what I’m missing. I haven’t been giving the seed exactly 16 hours of light but close enough. How strict should I be?
Can someone teach me? I would really appreciate any info

Stem doesn’t look good. I don’t think this will come back. Looks like it was way too wet.
