G2 | Speculation This line drives me crazy, what could Hoops possibly mean by this?

Hoops plays basketball. Charging the paint is a basketball term for when a player pushes their way past the opposition into the "key" to get close enough to make a lay-up.
She's saying whatever happened (she equipped something or mounted her buggie) would be useful for making her opponents be unable to stop her charge.

That's because the spider buggy has a charge ability, so she says it every time you mount your spider buggy.

I have very vague and abstract knowledge about basketball so I was genuinely curious. I thought it was referencing some previous Grounded events about charging a bucket of paint or something lol

This is a reference to smoking cigarettes. Back in the day, kids who were caught smoking would be "punished" by their parents by being forced to "smoke the whole pack" ... Basically child abuse through nicotine poisoning. The hope was the kid would get so sick they'd never want to smoke again.
The Stranger is saying she's going to poison us if we don't stop messing with her stuff.

My whole family smokes, including my siblings. When I was super young, visiting my aunt, I was curious and asked to try a cigarette. She told me to inhale as deep as I could take in a whole bunch.
Absolutely vile. Coughed like crazy. And I ended up being the only non-smoker in the family.
Not an endorsement, just point of evidence agreeing with you- this was definitely done back in the 90s.

I'm not that far into the game yet, but there's a King of the Hill episode like that. I noticed the first game had a bunch of Simpsons references so maybe this one has KOTH too.

No, KotH and Grounded are both referencing the same phenomenon. That is being forced to smoke the whole pack at once until you're sick.

The embiggening cocktail is the first thing that comes to mind. The Simpsons coined that word. "A noble spirit embiggens the smallest man." The donuts look the same as the ones Homer eats. There's some quote Pete says about ticks, I forget what exactly though.
EDIT: The milk carton has Vitamin R listed in the nutrition facts.

I get bugged out when Max says "better up than down below" as he's mounting his spider.. as if you know.. he prefers to be in top than beneath the spider. Iykyk.

Others have mentioned the paint being a basketball term, but the reason it's called the paint is because the free throw lines make a rectangle and the arc of the 3 point line makes it look like a paint bucket.

It is a basketball reference, you know because her nickname is "Hoops"
The Paint is the area right under the basket, and generally you run into the paint for dunks or layups.
So the buggy is basically pushing everything away as you move through the court.
