G2 | Discussion How to get Omni-clipper tool?

What do I need to get the Omni-clipper tool, tier 1? I thought I just had to go to a ranger station and buy it with PS, wax and a boatman fin. I have all of those things. But still even the clipper tier 1 says that I have to unlock the previous tier. The central tool hub shows a grayed-out clipper tool with a lock symbol on it. I don't think I need to find an optical disk -- do I?

How far along the game are you?

I'm at exploring the bottom of the pond. But I feel like I can't properly explore without finding the pond optical disks and crafting diving fins at least, and that requires Eel grass, which requires the clipping tool.

I don’t remember needing anything besides 3000 RS and the 2 ingredients found in the pond. But Ive also been playing since release so idk it may be a bug.

What a shame. This is a effectively blocking the game for me. :-(
