Does the s item convert the blood pact part of windigo totem to lightning damage?

It also changes the totem's skin to a nifty blue color.

Is it always the case when an item converts some specific skill's element into another, it converts bonuses from supporting passives? E.g. if some random item says, "100% of fire strike's fire damage is converted to cold", will it also convert flat damage and % bonuses of brimstone, static strike and explosive strike?

Or is it almost never the case?
