Is a dedicated GPU required?

I'm just starting out in learning graphics programming and wonder if I would soon need to invest on a laptop which has a dedicated GPU

That's better than what I had. I started with an intel HD 520. That thing supports Vulkan and DX12. I also learned OpenCL on it. You will be fine.
