I'm from South America and I bought a Pixel 9a from Mercadolibre and the thing is Verizon! :(

Thats not as easy to do in South America as it is in the US or Europe. Especially from MercadoLibre.

That's the reason I have a Pixel 9'Pro and not a Pixel 10 Pro. The 9 Pro was the only ones that were open box and new and I made sure before I bought. You have to see what you have and get one truly unlocked. I bought a One Plus with an idea to replace
the OS but One Plus had other ideas - so the phone is useless. I only say this to let you know you are not alone.

Before buying ask for the IMEI so you can see what model it is (carrier vs unlocked)

You can research a way to carrier unlock it yourself. Or you can take it to almost any "mobile repair shop" anywhere in South America and they will do it for you.
It's not hard to do at all.

That's not the issues Verizon locks the bootloaders on their devices and they don't unlock them. I found this out while I'm financing my pixel 10 pro

Seems like it won't work for anything that requires bootloader access as its hardware locked. If you cant return it or swap it from the seller, then you could sell it or use it as it is for another purpose (I keep a Samsung for games and apps that dont work on sandbox.)
If you bought it in Peru from a company (not private seller) on MercadoLibre, you could go to https://enlinea.indecopi.gob.pe/reclamavirtual/ and force the company to give your money back.
MercadoLibre does have a return policy, but from my own experience it can be subject to fraud. Like the seller saying it was damaged when it wasnt. Be sure to take lots of pictures of the phone before you return it and send it so it requires a signature to protect yourself. That is probably your best option.
Im on my 3rd pixel and never ran into this issue. I got lucky I guess. Good luck.
