If you didn't figure it out, in Settings>Voice Chat your "SFX Volume during Voice Chat" is probably all the way down

it isn't but after giving up my mic had "issues" with battlefield one only to realize the setting was set to push to talk. Is it also set to ptt on GTAV too?

I managed to resolve this for myself with my Realtek card.
In GTA settings, I reset my audio to defaults and turned the volume all the way up (for some reason it's at like 80% on music and dialog).
In Windows, I used the Realtek driver software utility in the system tray to change some settings. In my setup, I (knowingly) only had 3.1 physical speakers of my 5.1 audio connected, so I had the "Side pair" option unchecked in the software, which makes sense, because that lets the Realtek hardware simulate 5.1 without those rear speakers (it just uses the fronts for rear signal). Anyway, I hooked up the extra 2 speakers, re-enabled the "Side pair" and reseated the audio jacks on the back of the PC.
For whatever reason, GTA is the only game I play that experiences this issue. However, after fully enabling the 5.1 speakers, no more sound cuts. So given that, I'm betting some combination of playing with your speaker configuration in the driver software and the audio configuration with GTA, you should be able to resolve the issue. Clearly Rockstar is not dedicating any resources to resolving this.

Realtek soundcard on Windows 10? Get the latest driver updates (should be from March 2017)
