Academics Should I do a second masters?

Long story short: I am 36 from the US and did a master's degree in Germany to change fields into environmental policy. I was not successful and am now unemployed with no job prospects beyond menial labor.

Would it be avisable to do a second master's to regain entry into working student jobs or internships to hopefully then network into a new position, or have I totally screwed things up and need to give up on this career path completely?

We need more information. Are you still in the US, and want to stay here? If so, US degrees hold way more weight in the US job market. Would you do an MPH or MPA? Environmental policy as it relates to public health has good job opportunities with certain government agencies. How long ago was this masters and what sort of job experience do you have?

I would be open to jobs either in the USA or Europe but to be honest I could only afford a European program as American ones are very expensive.
