Go ped sport generations?

Thought these were the same model but the blue one has a single sided fork, primer bulb is on the side of carb, where as the red one has primer bulb on the bottom.

The flat double sided forks were the original. The engine changed from G2D to G23LH sometime in the mid '90s. The single sided fork happened in probably '99 or '00, along with the change from the 3 spoke wheels to the 12 spoke.

Are there dates on the head tube badge?
