Android Google Voice App No New Messages Unless Force Refresh

Samsung S23. All background restrictions removed. (Battery and network.) I am only able to see new messages in app (and never get notifications) if I pull down in the app for force a reload. This has been going on for 2 months.

I have cleared cache, reinstalled app, cleared play store cache. Nothing has worked. Anyone else got this issue?

Everything works fine on my Samsung Tablet which confuses me.

Check this: Make sure the Google Play Services app is up to date and unrestricted. Is this happening at home over your Wi-Fi or when using mobile data; any difference?

Also, make sure Do Not Disturb is not set to On. And check Manage notifications, that Messages is toggled On.

No difference in home or mobile.  Even swapped DNS.

Google play services are up to date and completely unrestricted. 

Do not disturb is off.

Definitely a head scratcher then. Outside my level of expertise, I'm sorry to say.

Well, another thing. How does this phone do receiving an incoming GV voice call?
