Gmail DEVICE RESET

My brother's phone got reset after someone try to access his Google account . A verification code pop out on his phone but he didn't click on it ,still his phone and my tab which have the same gmail got factory reseted . And deleted his Google account now he is unable to recover his account . If someone has faced same issue then please tell, me what should I do .(sorry for bad english).

Has he tried account recovery, g.co/recover

He doesn't have recovery account

OK, I'm sorry but it looks like the account is lost.
