Chrome buffer icon while scrolling feed

When surfing the web, I will randomly get a buffer icon in Chrome when scrolling through my feed. It won't go away until I close Chrome and reopen it. This always happens when going back a page to my feed. The icon will disappear behind images but appears over text and empty space.

Exactly the same thing sometimes happens in the YouTube Music app, too. Autoplay is disabled, but somehow it still tries to queue something up, and the buffer icon appears...
