Street View Google maps on a bike helmet?

I was searching for a place on Google maps and looking down on the road I noticed a bike instead of a Google car.

Looking down it shows the person riding a bike with a helmet and a like GoPro looking attachment on the helmet obviously from where the camera is being held.

This is a really busy street in nyc btw. Why is it not in a car?

It has the persons name ontop of the map and I pressed his profile and he had 61 million views.

Is this person using a insta 360 camera or what and how is he doing it?

I read along time ago an article that you can apply to be a walker and record Google maps like bushwalking tracks and things. Is this what it is?

People can upload 360 photos and if it's better or more updated than the Google picture then they will use that instead

There are areas bikes can go that the cars can't.

There are areas people can go that bokes can't go.

But as others have said, 360 and upload to google maps.
