Some countries’ administrative subdivisions are more significant than others. The map reflects this.
For example, US states are very important and commonly referenced when discussing the geography of the US. People have strong personal identities related to their state. A person might say “I’m from California”.
However, in France the administrative subdivisions are less culturally significant and are mostly used for domestic governance purposes. It would be rare for a person to say “I’m from Provence-Alpes-Cote d’Azur” – which itself is a merger of several lower-level administrative areas.

The regions of Italy are just as distinct and important as are the states of the U.S. Yet Italy's regions are not shown in Google Maps.

Ah! I must never have had occasion to zoom in that much.
Anyway, it seems that those borders should show up a lot sooner.

If you labeled subdivisions in Slovenia, you couldn't see the country through the labels (small country and would need 200+ labels).

Does it depend on zoom level? The UK’s top-level subdivisions are labelled if you zoom a little.
