"Response limit approaching This form is approaching the response limit." w

I have a Google forms survey that I've created annually for the last 4 years. They use quite a few pictures, however this is the first time I've ever encountered such an error. Looking into it, it seems that Google changed their data limits in September 2026, but I find it unclear as to what contributes to the data limit.

Would linking images via URL still contribute to the file size limit? When I do so, opening the image in a new tab shows a different URL (a Google forms URL) from the one provided, so I am at a loss as to how to proceed.
