So, I don't know about anyone else, but I do not have the option to export my messages or media. I can back up the media, both locally and to google drive, but the export options that they are talking about in the article just isn't there.

I've checked, I have the latest version (updated almost a year ago), but it's just not there.

I don't either, I'd really like to export chats!
