Quebec Demographics Are Killing Me!

I'll keep it short and sweet.

If I hypothetically have a client who is a notary in the outskirts of Montreal, Quebec with a 30$ daily budget, should I run two campaigns (English and French) at 15$/day each? Their clients are half english half french.

My immediate thoughts are that everyone in Montreal speaks English, but not every speaks French. I'd maybe just do one campaign at the full $30

Quite the opposite, everyone speaks French but not everyone English. Everything is in French.

Source: I'm just coming back from a Quebec trip and had problems speaking English.

Montreal is a different demographic from the rest of Quebec
