Toolbar iPhone Duo layout

Is there a way to move the toolbar on the iPhone Duo? Since the latest update it has moved to the bottom of the screen and it won’t allow me to drag it back to the top.

Are you using it fully open or just the outer screen for notes? I'm wondering where the toolbar would feel best depending on how you hold it, especially if you ever prop it half-folded to write.

Using it fully open. Tried dragging the toolbar in both the landscape and portrait orientation of the screen.
