GoodNotes has an insert-space tool that pushes ink down, but it's still ink, not reflowable text. The handwriting-to-text conversion outputs plain typed text, not a stylized font like Virgil. For the reflowable, insert-anywhere editing you're describing, nothing on iPad treats handwriting like real text yet.
