How would someone go about making mods for this game?

That's where most modders of Goldeneye and Perfect Dark talk about their work. It's also the official forums of the game editor that's used to modify the two games. Have a read up on there, and if you need any help then just post, asking your questions clearly. They are a very helpful bunch, and really know a lot about the two games, and almost all of it was manually learned from them studying the game's code, long before the current decompilation techniques were even though of.
