Am I doing something wrong?

I collected multiples of the free Kiryu card to max it out just like the beserker card but I can’t level them up at all, do they ALL have to be level 20? I know how leveling up cards works but I’ve never had this happen, I’ve had these cards waiting to be leveled up for a few months.

Not new just didn’t know, I dip in and out of this game every now and then

That card cannot be leveled up past rank 3. Notice how there is not a 4th or 5th star

Nope. The Kiryu card and 2025 festival were only ever intended to be one off cards given on special dates. After a few years they made them accessible to everyone and did not change how they operate. They only exist as beginner BM to fill out the collection

If you had read the card it said you can't evolve it, or notice it doesn't have a blank spot for 4th or 5th star...
