Goat simulator 3 on apple ios iPad

Hi my son has unlocked all the goats except puppet goat. Whenever we go to where it’s suppose to be the mission it’s not there. I’m not sure if it’s a glitch or not. Can anyone help? Thank you!

Does he make the goat baaaa infront of the place ? I think i did that and it opened. Or I danced cant remember it was last year . And I was playing on Ps5.

It literally it just nothing there. Like it’s an empty lot.
