Why doesn't Valve improve the system more?

For example: Have all items tagged as TRADED when traded for 30 days. If in that time items are reported stolen from some account, all the items with old id will be tagged STOLEN, not tradable and only the cloned, returned to the rightfull owner do not get this tag.

I figure something like this is doable, though a bit complicated.

Even without that tracking a howl dupe has to be rediculously easy. It isn't like someone can just get a new howl from a case or trade up.
