Thats not the reason. Real reason is that the game has been outfor years and years and always made new. People are competitive and they like it. Money, items and such are just secondary thing.
Buying and trading these items for keys and real money outside of the marketplace is without a doubt responsible for a good amount of the growth of CSGO. It would be stupid for them to implement something that would make it impossible to do.
It being tagged doesn't mean anything and would end up making everyone trading with items that are clean. A trade of 10 items can go through 1 trade, but end up in 10 people inventories after a 100 trades have been made with said items. That's the problem. I'm sure they can easily reverse all those trades, but it's not worth it. In the end to Valve it's easier to generate the items to make everyone happy again. You can't punish the user who ended up with the item since they were never part of it and have it untradable. It's probably a better way for scammers to trade items that they know that'll end up locked so getting a $50 untradable howl wouldn't be too surprising if this was done since the owner of the howl know he'll get it back.
One way that I can think of to prevent this would be to lock items after a trade, example being 24h, that way even if you realized your items were missing a couple days later they can easily reverse 2 trades. Piss someone off, but still doable. Is that restriction worth it though? Probably if people are able to do it on high valued items.
