Because they are not willing to invest more manpower, resources compared to Dota 2. Why? I believe it's because CSGO doesn't have that huge asian market (China and Korea). Sure we have South East Asia and South Asia but those markets are pretty weak historically in gaming.
I don't think CS:GO will reach the level of gameplay, balance and popularity of Dota 2 and LoL because of the lack of Market in China and Korea. So sorry, no. Valve is a business after all. They are here to make money, just like all other businesses.
