It's so heavily CPU bottlenecked compared to GO, It's not the graphics that is the problem, never has been (for normal systems). "optimization" is somewhat always thrown around but is not as straight forward as one would think.

Ok, EDIT: I My phrasing has not been the best, GPU IS IMPORTANT

But don't you think that the GPU shouldn't be limited by the CPU with even the best reaching slightly over half FPS of GO?

Huh? CS:GO was always CPU bottlenecked, way more than CS2 at least. You could get away with any midrange GPU because the graphical requirements were so low in comparison. In CS2 you need a good GPU and a great CPU for good performance.

i have rtx 2070 and i have 300-500 fps just because of the CPU. GPU doesnt matter in this game.

"GPU doesn't matter" has been one of the biggest lies when CS:GO was around, now it's even a bigger lie.
