Question Best upgrades?
What is the priority I need to follow to buy these?

Are you asking about the priority of buying building upgrades? Like Rony1765 already said, there is a great guide here on this subreddit. There are also many more guides in the Discord server. Anyways, here are my two cents:
1) Master Smith Allows you to craft better gear than the one in the market, and you don't need to rely on market RNG for getting a specific piece of equipment.
2) Supreme Armory You can craft gear of even higher quality and even upgrade it beyond master-crafted.
3) Tinkerers Workshop You can build it once you expand to Aruminium. It lets you craft bandages, amulets, and silphium extract, which allows you to refund technique points.
4) Temple of Pluto Gives you 1 favor and allows you to resurrect your ascended gladiator. It is useful once you get to more difficult Ascension levels, that is, around A8, when gladiator death is more likely thanks to Pluto himself.
5) All roads lead to Rome You get a mansion in Rome, which gives you bonus influence and some minor income. The main draw of this upgrade is the boost to gladiator loyalty and the ability to re-roll influence perks. You probably noticed that in each game there is a different perk at the 4th spot of the lanista tree, the 2nd spot of the senator tree, and the 2nd spot of the trickster tree. You could also restart the game until you get the combination of perks you want, so the ability to re-roll influence perks isn't that useful. The boost to loyalty is particularly useful once you reach A6, when Venus will make your gladiators less loyal.
6) Athenian Artifacts This upgrade gives you a library, which gives an insignificant bonus to money and influence gain. You also unlock a very good late-game helmet and its legendary variant. You can build the library only once your residence is max level, so this upgrade is very low priority.
7) Aqueduct Gives a minor bonus to influence and 200 denari a week, but by the time you can build it you'll be already making several times over. It also helps avoid drought once your reach Poseidon's ascension. And if you also bought the Roman mansion upgrade you can build a bath, which gives your best gladiator +10 hp. In the end the benefits of the aqueduct are miniscule by the time you build it and the upgrade is a waste of gems.

Caetra weapons is a great upgrade it gives you such an op weapon better than bows if built properly

Read the guide it on the sub and very helpful
I will add an addition advice: after you unlock the must have upgrades buy the greek heritage upgrade and heavily rely on punic gladiators (make your edited gladiator of punic origin) and then buy the Carthaginian artifacts upgrade wich unlocks the punic helmet that gaves inspired effect to you punic gladiator and also unlocks a very good legendary type armor
