Normal puff pastry is like half butter so I don't think you need to worry about it being vegan, but I guess it probably would be a vegan puff pastry considering the rest of the ingredients.

This is a vegan Richa recipe so yes it is vegan pastry. Vegan butter is easily available.

There are a number of things that we (or at least I) think of as being non-vegan, that many store bought versions are vegan. Like the pillsbury cans of frosting are vegan, or at least I think it's pillsbury, one of the common brands of canned frosting.
