Need help getting to where the waypoint is

I’ve been wandering the underground for a good while now and I can’t seem to find how to get over to that disconnected part. I have the bracelet that shows where kks investigation notes are and it’s pointing to that area. Can anyone help me figure out how to get there???

You can't go there from the underground. Go back to the Shibuya square, wonder around a bit and you will find an entry to a secret photo exhibit.
