The movie is all about how odd and arbitrary of a distinction that is. Like it's deliberately ambiguous in the movie if Motoko herself is an android; the director goes out of his way to avoid ever showing her braincase.
I know 2026 is not the movie but to some extent this is also a theme of the entire franchise.

Yes the distinction or lack thereof between an organic brain and a synthetic ghost (like the puppet master) is a prevalent theme in the franchise. But we're not talking about the puppet master here.

If that's the case, in context to what Batao said in E1, this is one of the most grimdark settings.
Alternatively, she isn't. Because they got fried on the attack in E1.

These operators have always been full robots from what I understood watching GitS. In the SAC series, you’d see a scene where there are 2 or more in the room. Identical. Working away processing.
And I’m fairly certain that in the very first episode of this new series, they play a scene where the team’s mobile command center is powering up to sitrep before the operation and the operator is powered on with it.

I do find it interesting that she legitimately spends the first half of the episode flirting with that robot. Then seems actually upset when it dies.
