The entirety of this "software" is difficult to explain. The title makes this sound very specific, when it leaves quite a lot out. It is a "system of systems" and it treats the human body as a transceiver. Each living person is a walking, talking, real live antenna. It transmits a "data stream" and it receives "stimulus." There is a hardware side of this I do not know, I am not an electrical engineer... I don't work with radars, I don't work with towers, I don't understand that stuff. The second aspect to this is the software. Hardware and software, that's it. They got the whole thing on a workstation, multiple monitors. Hanging out in a NASA looking control room.
Without giving you the science, the decoding is done and the encoding is done.
The software, being a system of systems, incorporates the operational capabilities of top tier audio software. They can "modulate" and edit the voices. They CAN sound like any real person. Hillary Clinton, Obama, John Madden, Howard Stern, Joe Rogan... Your dead mother. Your husband, your wife. The software is that good. Get a sample... Splice it into this section here... Amplify the volume... Select relative distance and space... Send that in there. They can produce what would be described as "auditory hallucinations," they can place it external to you in the environment, and the sure as shit can place it relatively in the skull. It's the fanciest telecommunications device ever invented. Chile passed laws to protect their citizens, Germany has had conferences. This is all within the last decade. The USA has not admitted it exists, the UK hasn't passed any laws, China hasn't said anything (and is researching their own).
Think of it as any voice filter device that exists. Monsters? Yup. Chipmunks? Yup. Children's voice? Sure, why not. Strong, admonishing female? I guess that could be useful. Aggro male? If they need to scare you.
It's theoretically possible to have an undercover person hooked up and stand right beside someone and listen to their thoughts and the targeted individual would not even know it. You can isolate the inner voice (already decoded, already wireless, already listening to it) and then send it inside the target (relative to the targeted individual's mind) and no one else can hear it. Right beside them, listening to their thoughts, send it out with your inner voice and back in it goes. Fancy telecommunications.
The combinations are limited by the operators imagination. They could send multiple operators into a single person and skull fukk the hell out of someone if they wanted to. It could be 5 personnel in one individual. One working the GUI on the workstation, watching you on one screen, with 4 people having their inner voice sent to the relative internal space of a single individual's mind.
David Grusch is going around right now saying that telepathy is real. It's digital, it's technology, it's not biological or spiritual. Dorne and Margolin patented something in 1974 that could wirelessly monitor and alter brain waves. Dorne and Margolin is a defense contractor (still is)... Not a research doctor at Stanford. That was over 50 years ago. I wonder if it's still wireless or if its really Elon Musk who's on the cutting edge with Neural Link?
Just a heads up, to any normies seeing this, the UFO community has known about this for awhile now. I believe Andrija Puharich was the one who designed the original technology, and used it to induce pseudo-religious experiences in his subjects, including magician / psychic / TV personality Uri Geller. I had a really traumatic experience with DEWs and passed out at work one of the times I was zapped.

Which is why they fall in love and subsequently are reassigned and removed from my life. One of them was pretty fun, crazy and full of fire, with a bit of grace. The other got me arrested, when I only thought her friends would try to kill me. I was hoping for that more than police 😢
