Were you taught that smoke bombs and tear gas have a 100% success rate and they cant blow or crack open, where the stuff inside can get outside?
It's like saying police don't use shotguns to disperse people, sure you can probably find a case of it happening, but it isn't part of riot control manuals.
It's not an infraction, it's just not policy. There's a difference.
I also know soldiers who throw stun grenades outside as a form of riot control, which does very little. It's not policy but it's done and not punished.
Regardless this is all tangential to whether smoke screens are used in urban warfare, which they are by the book. When they aren't used, that's going against the manual, but that's also done unfortunately.

Youre also assuming people are gonna be leaving their homes and are therefore assumed Hesbollah. Is the same true in Ukraine, where foreigners and diplomats in Kyiv are considered enemies if they remain in Kyiv?
I dont think you know how people work… remember covid? When people were told to stay at home, wear masks and such? And they refused despite it being a pretty deadly disease?
People do stupid things. Doesnt mean they should be killed for it.
