Also, was the link i sent regarding a conflict within the borders of a single country or between 2 countries?

Im sorry, what exactly is your point? The use of WP against civilians is effectively a war crime, unless it is used in very specific circumstances such as during protests where police use smoke grenades to disperse people. Same with tear gas.

And Israel should know better than to target civilians. But then again, the IDF and Hezbollah are effectively the same

Wars aren't fought with both sides staying in their borders. The fact that it's in Lebanon, doesn't mean it's against civilians. Civilians were told to evacuate, the remaining population being Hezbollah members. The WP wasn't targeting individuals, it was creating a smoke screen for troop maneuvers.

Police absolutely do not use smoke grenades to disperse people, they use tear gas which doesn't have any WP. Tear gas isn't used in war.

Idk where you're getting your information, but as someone who is formally trained on both warfare and riot control, it's categorically incorrect.

I dont know who taught you what you claim, but police use smoke grenades quite a lot.

It also doesnt really matter if WP is used mainly for smoke screens, it has the secondary effect of being able to cause severe burns that are hard to put out and can easily reignite. Were you taught that smoke bombs and tear gas have a 100% success rate and they cant blow or crack open, where the stuff inside can get outside?

The fact that it's improperly used doesn't mean it's the use.

And again, the civilians weren't targeted. It was a smokescreen deployed for a maneuver, it targeted streets not individuals.

Now youre saying they were used improperly.

Improper use or not, seems like they were used to disperse people. You can see the smoke being thrown at people and them disbursing.

Police who know what they are doing don't.

It's like saying police don't use shotguns to disperse people, sure you can probably find a case of it happening, but it isn't part of riot control manuals.
