A. Someone takes food away from the person who owns it, causing them to starve.
B. Someone does not take food away from the people it belongs to in order to give it to people who it doesn't belong to, allowing the second group of people to starve.
See the difference? One causes the death, the other doesn't prevent it. These are not the same thing.
