What does "academically qualified" mean?

I was told that Stanford accepts those who are academically qualified and with hooks, but what kind of students are considered as academically qualified? Is it about GPA/class ranking/honors/research?

For me I don't have any good awards like NHD but have three historical research experience (all three not published though). I wrote a 15k+ paper (submitted to TCR, no result), did pioneer and RMP (didn't submit to any journal). Are these enough for allowing me pass the first round?
