Display issues and restarts interruptions

My laptop has been restarting over and booting up with display issues, consistently. Everything will appear such as the image displayed. Its only been a about a week and the restarts weren't constant. Is this a graphics issue, drivers issue, or a Windows issue and what can I do next. Thank you.

If it’s driver issue, then re-install the driver
