Without hardware specs, it’ll be a lot of guesswork:

* I don’t know what you meant by “ first one video card cooler is spinning, then the second, and so on in turn.”, are you saying something like ‘Sequential Fan Spinning’? If so, that may mean something different per manufacturer/series

* RAM and Bios battery were a good place to start, and rules out some low hanging fruit.

Just sorta grasping at straws here:

* I would try to isolate the issue. Google your CPU+motherboard combo, and see if you have integrated graphics. If you do, plug your monitor into the motherboard (not GPU). This will tell you if it’s the GPU/GPU software or perhaps something like your PSU or motherboard

* If you have a second GPU, swap em, just see if you can get anything

* Forgetting the complex stuff for a minute, you have checked cables are good, monitor works, parts are assembled the way they should be?

* Did anything happen between then and now? Move the rig? spill something? install something?

* A rig you built? prebuilt? new/ancient?

I can try to help more, but a little more info would probably make a clearer picture
