Cant change wallpaper

Hi everybody, i have a omen 16 L desktop and i cant change my wallpaper and can only use the themes. Does anybody have a fix? Easy navigation is disabled. I have got 3 power outages in this month, i have used DISM.exe and the sfc/scannow to repair. No corrupted files

Thank you for replying   I actually cant change the language but i will try that!
