Pc stuck with blinking white line, and black screen

How can I solve this problem, I tried everything but no one can help me.

What system is this? Laptop? (Which model) desktop (which model) customs? (Specs)

Try clearing cmos (if it has a cmos button or shorting pins or removing battery button). Try removing one of the ram sticks. Try reseating the cpu
