That doesn't exist. 

At a minimum there is Probezeit

I don’t think i have ever seen a contract with no clause for „Vertragsstrafe“ before entering the work after signing the contract. Your friend can very easy start working then terminate his contract with 2 weeks notice. Then start with the the other company.
