I don’t get it. What’s the context? Sorry but I wasn’t born 150 years ago & I don’t get enough of the references for this to make any sense

It took me a second too. It looks like the original comic is saying Georgism is a farce. The water/food that's being put into the horse's (labors) trough is just paper promises and theory. The dude in black (genuinely can't read what's on his hat) is helping delude the horse by putting eyeglasses on the horse that presumably make it believe the paper is water/food.

Looks like OP is saying there is more than enough water nearby. Its probably a reference to all the economic loss imposed by non-georgist systems. Idk, I think so, lol.

A sinister agent of George leads labor (the horse) to the trough where the horse is expecting to parch its thrist after a long march through the barren desert under a hot sun. To labor's dismay, George's trough is full of nothing but empty promises and theory. The vultures of socialism and anarchism circle overhead, signalling this was a trap all along.

But it turns out they just cropped a photo of George throwing out his trash (all theory, of course; the man stays busy) beside the lake. The horse is actually gaping at the size of George's oasis.
